The first Flag Act

Two years into a war the colonists had yet to win, they deemed it necessary to have an official United States Flag--a symbol to themselves and the world that they were indeed a new and independent nation. "Resolved, That the flag of the United States be made of thirteen stripes, alternate red and white; that the union be thirteen stars, white in a blue field, representing a new Constellation."
