Although the results of a recent state audit of sex offender registry compliance indicated a perfect compliance rate in Linn County, a check of the Missouri Highway Patrol’s (MSHP) Sex Offender Registry found two of 15 registered in this county who were not in compliance. The discrepancy may be due to a lag in record keeping; Missouri Auditor Susan Montee’s audit results were released on Aug. 18 and the MSHP registry was checked yesterday.
The two found to not be in compliance with registration requirements are 38-year-old Darius William Sewell, who is or was apparently employed in Brookfield, and 49-year-old Kevin Eugene Stanfield, who is or was residing in Brookfield. Sewell was previously convicted of 1st Degree Statutory Sodomy, and his victim’s age at the time the offense was committed was six. Stanfield was previously convicted of 1st Degree Sexual Abuse, and his victim’s age at the time the offense was committed was five. According to Linn County Sheriff Tom Parks, the last time Stanfield reported to him was on January 26, and he should have reported by sometime in July but didn’t.
Although Sewell was convicted back in 2003, and Stanfield was convicted in 1987, the 2002 audit performed on the Sex Offender Registry by then-State Auditor Claire McCaskill clearly stated, “Missouri law imposes a lifetime registration requirement for all offenders regardless of the seriousness of the offense committed.”
Missouri Board of Probation and Parole’s District Administrator Chad Smith advises that Sewell’s parole was revoked on December 3, 2009, and that he will remain in the Department of Corrections until his parole release date of June, 25, 2011. It is assumed that when he is returned to parole in 2011, he will be required to update his status and address with the Sex Offender Registry.
Smith reports that Stanfield was placed under the supervision of Probation and Parole in September of 1994 and discharged from supervision in October of the same year. It appears that once he was released from supervision, he failed to periodically update his place of residence with law enforcement and was therefore classified as noncompliant.
