Commission Meeting Minutes for June 17 and 24

June 17, 2025

The Linn County Commission met on June 17 with Commissioners Murrain and Muck and Clerk Stephenson present. Acting Presiding Commissioner Muck called the meeting to order. The agenda was reviewed.

The minutes of the June 10, 2025 meeting were reviewed. Commissioner Murrain made a motion to approve and sign the minutes. Commissioner Muck seconded the motion and the motion was passed. Vote recorded: Murrain-yes and Muck yes.

Commissioner Muck made a motion to approve bills as submitted for payment. Commissioner Murrain seconded the motion and the motion was passed. Vote recorded: Murrain-yes and Muck-yes.

Nathan King with MoDOT was in to present the 2024 Bridge Summary report and close out this year‘s bridge inspections.

Progress Invoice #6 for BRO-R058 (44) Laclede Ave was signed for submission to MoDOT.

Lona Jackson, North Salem Township, called to see what action is being taken on Long Dr. The County will be replacing the bridge with a tube and will provide the required information to MoDOT to reinstate as a CART road. Jackson stated the township is willing to maintain the road.

At the request of Assessor Palmer, Commissioner Muck made a motion to go to closed session at 10:47 a.m. for 610.021.3 Personnel. Commissioner Murrain seconded the motion and the motion was passed. Vote recorded: Murrain-yes and Muck-yes. Commission returned to open session at 11:07 a.m.

Recorder Shoop-Baker was in to discuss repair options to her book scanner that was damaged during a recent brown out.

The Treasurer’s reconciliation and Sales and Use Tax receipts for the month of May were reviewed.

The GRM Capital Credit Allocation Statement for 2024 was received and reviewed.

Rob with the Railroad Yard stopped in to visit.

The County Conflict of Interest Resolution expires this year. Commissioner Muck made a motion to re-adopt and continue the resolution for another two years. Commissioner Murrain seconded the motion and the motion was passed. Vote recorded: Murrain-yes and Muck-yes. A copy will be submitted to the Missouri Ethics Commission.

State special session legislation was reviewed.

There being no further business, Commissioner Murrain made a motion to adjourn. Commissioner Muck seconded the motion and the motion was passed. Vote recorded: Murrain-yes and Muck-yes.

June 24, 2025

The Linn County Commission met on June 24 with Commissioners Murrain and Muck and Clerk Stephenson present. Acting Presiding Commissioner Murrain called the meeting to order. The agenda was reviewed.

The minutes of the June 17, 2025 meeting were reviewed. Commissioner Murrain made a motion to approve and sign the minutes. Commissioner Muck seconded the motion and the motion was passed. Vote recorded: Murrain-yes and Muck yes.

After consideration of the LP bids received on June 10, Commissioner Muck made a motion to award the bid to low bidder MFA Oil. Commissioner Murrain seconded the motion and the motion was passed. Vote recorded: Murrain-yes and Muck-yes.

The Engineering Services Contract designating Great River Engineering as engineer for BRO-R058 (003) Idaho Rd was signed for submission to MoDOT.

Commissioner Muck commenced the bid opening for BRO-B058 (001) London Rd at 11:00 a.m., as advertised. Those present were Brad Parn – Brookfield Box & Bridge, Michael Sattman – MS Contracting LLC, Phoebe Bergeson – Widel, Inc, Matthew King – Louis Company, Shannon Howe and Marly Weatherford – Howe Co, Foreman Meek, Commissioners Murrain and Muck, and Clerk Stephenson. Contractor bids were received as follows: Louis Company – $1,265,354.57; MS Contracting – $1,150,223.00 and Widel, Inc – $982,556.50. Bids were good as read with Widel, Inc the apparent low. Commissioner Muck made a motion to accept all bids. Commissioner Murrain seconded the motion and the motion was passed. Vote recorded: Murrain-yes and Muck-yes.

Assessor Palmer submitted her resignation from office effective August 31. Commissioner Muck made a motion to accept the resignation. Commissioner Murrain seconded the motion and the motion was passed. Vote recorded: Murrain-yes and Muck-yes. The Governor’s office will be notified of the vacancy.

A return call was made to Brandy Jones at Green Hills Regional Planning Commission regarding a Hazard Mitigation Planning meeting on August 12th.

Sheriff Melte was in to update Commission on departmental issues and procedures.
