Filing begins Dec. 15 for council, school board seats

Filing for area school board, city council, township boards, ambulance and health department boards and water district boards runs  Dec. 15- Jan. 19.

To file for these seats, according to County Clerk Suzan Setpheson potential candidates should contact the corresponding political subdivision. 

There are two, three-year Marceline City Council terms available in Marceline. 

Marceline City Clerk Lindsay Krumpelman said eligibility requirements include being a resident of the City for one year, 18 years of age, and to be up to date on state income taxes, personal property taxes, municipal taxes, real property taxes on the place of residence and candidates are required to submit an affidavit to the Missouri Department of Revenue stating as such.

“If someone wants to file, I have an election packet that I go over with the applicant which includes the Declaration of Candidacy, the Department of Revenue From, Notice to Candidate concerning Personal Financial Disclosure (PFD), the PFD is required along with other information supplied by the Missouri Ethics Commission related to elections,” Krumpelman said.  “The applicants fill out the forms at City Hall, except for the PFD, if required.  Once all the forms are completed, that person is added to the ballot.  Names are placed on the ballot in order of filing.”

Krumpelman noted that should COVID-19 cause restrictions at city hall,  appointments can be made with her for candidates to file. 

Tom Hauser and Amda Stallo’s seats on the Marceline R-V Board of Education will expire in April. Anyone interested in filing for a seat on the board and the three-year term can begin to do so starting Dec. 15 at the administration building. Those wishing to file can do so from 8 a.m.-3:30 p.m., Dec. 15-22 and Jan. 4-19. Filing will continue until 5 p.m., on Jan. 19. 

In Brookfield, there will be one city council seat on the ballot. Brookfield City Manager Dana Tarpening said filing at city hall there will also continue through 5 p.m., Jan. 19. Special arrangements will be made should COVID causes the complete closure of city offices.

In addition to state and federal law requirements, those wishing to be a candidate for Brookfield City Council must be at least 21 years old and have been a resident of the city for one year.

There are two seats opening on the Brookfield R-III School Board. The three-year terms of Burnie Hicks and Mandy Tarpening are ending, leaving two seats up for election, Becky Stephens, board secretary and district bookkeeper for Brookfield R-III School District said.

Those wishing to file for a school board seat in Brookfield, in addition to following state and federal candidacy laws must be at least 24 years of age, a taxpayer of the district, not a registered sex offender and not have pleaded or been found guilty of a felony. 

Filing locations, office closures

In Marceline, those interested in filing for city council should see Krumpelman or the city manager at City Hall, 8 a.m.-5 p.m., Monday-Friday, except on Dec. 23- 25, Jan. 1, 2021 and weekends.  In the event City Hall is closed to the public due to COVID-19 precautions/restrictions, appointments can be made with Krumpelman by calling 660-376-3528 or via email at

In Brookfield, those wishing to file as a candidate for city council should do so at city hall - 8 a.m.-5 p.m., except holidays and weekends.

Candidates for the Marceline R-V Board of Education can file from 8 a.m.-3:30 p.m., Dec. 15-22 and Jan. 4-19. Filing will continue until 5 p.m., on Jan. 19, at the district’s administration offices.

Those wishing to file for the Brookfield R-III School Board should do so at the school’s district office between 8 a.m.-4 p.m., Dec. 15-Jan. 19, on the first and last day of filing office will be open until 5 p.m.  Filing will not occur on days that the school district's central offices are closed due to inclement weather or closings due to the spread of the COVID-19 virus.  Filing will also not occur on the following holidays and breaks when the school district's central offices are closed: Dec. 21- 25, 28,- 31 and Jan. 1, 2021.
